For U.S. users, you might see this notification about the recent change of Carrier (T-mobile, AT&T, Verizon etc.) regulations on 2-way SMS communications. It's new standards to combat fraud and SMS deliverability. Messages not compliant with the new standard may be filtered by mobile carriers.
A2P 10DLC (Application-to-Person type messaging sent via standard 10-digit long code phone numbers) refers to a system in the United States that allows businesses to send text messages between phone numbers. There is a new set of regulations to make sure that information passed between numbers is secure.
Businesses with A2P 10DLC messages will be required to register. But don’t worry, we’ve built the registration process in MoeGo so you can register your business easily to ensure you are compliant and your customers receive all messages.
There is a $4 one-time fee and a $2/month recurring fee that A2P 10DLC will be charging. (This fee is subject to change according to the carrier, learn more)
MoeGo will cover the monthly recurring fee of $2/month after your initial registration. So upon your registration, there will be a $6 one-time fee pass-through.
Am I required to take action now?
If you don’t see this notification in your MoeGo system, it means there is no action needed for now. We evaluate the urgency based on the regulation criteria and send out notifications by batch. A2P 10DLC Requirements for U.S. Texting
MoeGo offers every business with a unique phone number as your MoeGo number. The MoeGo number allows you to send business text messages to your customers. Messages like this are regulated and require to be registered. For businesses in the U.S., MoeGo has done all the registrations last year.
However, on Sep 28th, 2022, TCR launched an updated version of registration requirements. Businesses that don’t meet the new requirements and all new businesses upgraded after Sep 28th will need to submit this registration.
This is the regulation for all software providers who provide A2P 10DLC message services. The numbers that don’t comply the regulations will experience message being filtered or blocked by carrier, and penalties of increasing message fees.
But don’t worry! MoeGo has been working closely with the vendor, and have developed the registration process within the software so you can register it easily.
What is A2P 10DLC?
These new registration requirements are referred to as “A2P 10DLC” because they relate to Application-to-Person (A2P) type messaging sent via standard 10-digit long code (10DLC) phone numbers.
This is relevant for all businesses in MoeGo that will send SMS messages to numbers in the U.S.
Businesses outside the U.S. won’t be affected.
What is the TCR (The Campaign Registry)?
The Campaign Registry is a central hub for registering A2P 10DLC messaging brands and campaigns. They will verify your business, so your messages don’t get filtered by carriers. They are a conduit between your business and mobile carriers.
MoeGo will be your single point of contact to register your businesses. You do not need to be in contact with the TCR directly.
What do I need to do?
For businesses in the U.S. that don’t meet the new requirements and new businesses in the U.S. that upgraded after Sep 28th, you will need to submit a registration form in the MoeGo App. We will walk you through the steps in a later section.
What happens if I don’t register?
Your message traffic may be subject to heavier carrier filtering - which means your customers might have issues receiving reminders, auto messages, 2-way messages, and mass text.
And since all messages sent through unregistered businesses will incur increased per-message carrier fees, the SMS amount included in your subscription may be reduced by half if registration is not completed within 1 month after you receive the [action required] notification in the account.
At a future date, unregistered text messaging in the U.S. via 10-digit long code numbers may not be supported at all.
How do I register?
MoeGo has simplified the registration process for you, it is recommended to do the registration through the Web version.
(1) Click Register now on the [Action required] notification that will show on your calendar if you need to register your business. This will take you to the account page and guide you to the business line section;
(2) Click on Register to fill in the registration form. Business line section in your account dashboard will show you the business numbers and phone services you have within your subscription plan;
(3) Fill out the A2P 10DLC Registration form. We recommend you use this EIN lookup service. In the lookup, enter your EIN / TAX ID to locate the business listing, then enter the information this form asks for exactly as it appears in the listing;
(4) After submitting the registration form, the request will be reported to the vendor (Twillio) and there will be 3-4 business days for review. During the review, your business number can be used as usual.

Is there a cost associated with A2P 10DLC registration?
The Campaign Registry charges one-time registration fees and monthly recurring fees associated with our users' message usage. Most of the U.S. businesses in MoeGo will need to at least follow the Low Volume Standard Brand registration with the Low-volume mixed campaign registration (less than 6,000 message segments per day):
Brand registration fees:
- Low Volume Standard Brand registration: $4, one-time fee
Campaign registration fee:
- Low-volume mixed-use case: $2/month
In total there will be a $6 one-time fee for registration. Currently, MoeGo will waive the monthly recurring fees starting on the 2nd month for you.
There is no refund for the registration fee, and please make sure that you provide the correct and exact information about your business.

What do I need to do if my business will send more than 6,000 message segments per day?
According to our monthly report analysis, businesses over 10 units(locations or mobile vans) are highly likely to reach the 6,000 message segments(per day) limitation.
We will get in touch with you through your account executive if your business registration of A2P 10DLC needs to be upgraded.
What will happen to my A2P 10DLC registration after cancellation？
Your A2P 10DLC registration will be removed after 7 days from the cancellation when recycling the phone number(s).
You will need to go through registration again if you renew your subscription, a registration fee will also need to be charged.
